           The county and the schools are holding their breaths waiting to see what happens with the money they’ve been receiving in the past from the Federal government.

           The money is a replacement for the former O& C funds that certain counties received from logging on these tracts.  When the environmentalists succeeded in stopping logging on the federal forests the counties involved were faced with a severe cut in their budgets.   In turn a measure was passed in Congress to reimburse the counties involved.

Klamath County’s portion was also shared with the county schools, and became a vital part of their budget.  The measure was for five years and now has been on a year to year basis.  Unless Congress renews the measure at the short lame duck session coming up….both entities will have to look at future cuts of a sizeable nature.

That brings us to the question of committing a huge chunk of the counties reserve road funds to the construction of a new road center.  We note that the Roads Advisory Group initially voted against such as plan, and the County Commissioners went ahead by a 2 to 1 vote to proceed with their building plans.

However, it seems to me that this is a time for some caution.  We note that there are those who want the issue put up for a vote.  They are truly concerned over the possible loss of federal funds.

It seems to me that it is time to proceed very cautiously.  The wise move would be to hold up the proposal to see what Congress may do.  We agree that there is a need to move the road operation from Washburn Way, but beyond purchasing the future site it would seem a prudent move to delay future action or at the least...scale it down, check on whether the current property on Washburn Way could be sold and for what. 

Dipping into the reserve road funds doesn’t seem like a reasonable course of action at the present time.

           Having been in one of the Commissioner’s seat for a few years, I hesitate to recommend a course of action, but it does seem that overruling the Roads Advisory Committee on the issue, and now facing the loss of federal funds...the present board of Commissioners should reconsider their actions on the issue.
